I don't think this is true.  Even if it's part of the Struts codebase
and built together, it can still be a separate jar, usable by anyone
with our without Struts (as long as the developers take care not to
introduce any dependencies.)

'Marketing' wise it will be a tougher sell to use it independently as
it will be seen as "part of" Struts, but that's a different issue.
