Fix Version/s: 2.1.9
Assuming that 2.1.8 becomes GA, and we're able to get the xwork code
base through the IP clearance process, are we planning on continuing
development on 2.1, or are we planning on switching to 2.2 so we can
eliminate the external xwork dependency?
