I see there is a 2.1.8.1 release, so some minor change must have gone in after 2.1.8 (and that's how it would normally be done). I'd say it's unlikely anyone would go back and patch 2.1.6 given that 2.1.8 already exists. And the 2.1.x's aren't listed as 'best available' on http://struts.apache.org/downloads .
