There is only one "struts-biz.xml" file and one "struts-plugin.xml" file in
the web project. But "struts-plugin.xml" files in other jar (such as
"struts-spring-plugin.jar") are scanned by the same file name
"struts-plugin.xml".
So the changing of "struts-plugin.xml" will not be reloaded because it has
not been checked in the `public boolean needsReload()` method.
