Sorry for that :( We have been switching to a new git based site publishing mechanism and those DTDs were missing in the source (sic!). Anyway, this shouldn't be a problem as those DTDa are included in JARs so parser can use them ... there were such problems with Struts 1, but as far I know it never happened with Struts 2 ...
