Ok - we use M9 in production so it's causing our builds to fail (I know,
probably shouldn't be doing that ;-). I can work around it, but it
would be nice to have it back in the Apache repo.

No idea who did that, maybe Infra performed a cleanup. I thought about
releasing one more Milestone version just before the official release.
