The motivation maybe not just Struts, alot of dependencies (mine!) on
javax are getting fewer updates (if any), so the longer its left the
more time consuming the upgrade gets.

There may very well be reasons to stay for some time on Tomcat 9,
which will be supported for a long time as far as I know. While it is
advisable to do so, we should not try to force users to migrate to
JakartaEE.
