Description: This JIRA provides REST APIs for YARN to accept the generic
job spec and manages jobs, based on the SUBMARINE-224 (says, the REST APIs for
K8s). Also, this Issue follows the design of Submarine Server
([https://docs.google.com/document/d/1vCjt2z3DoagfeaVQV0nfyWqSYLymoP53rDcPcz-YcSc/edit])
provided by SUBMARINE-224.
