Submarine supports multiple servers running at the same time to form a
submarine cluster, providing highly available load balancing capabilities for
services.
1. In k8s, you can set replicas = 3 to let the submarine operator run three
submarine server services at the same time.
2. We need to set the 3 servers cluster IP and port of submarine.cluster.addr
in submarine-site.xml
