SUBMARINE-393. Drop Hadoop 2.7 support.
### What is this PR for?
Remove the support of Hadoop 2.7 because
(1) Hadoop 2.7 is End of Life
(2) Removing Hadoop 2.7 reduces the amount of resource required for testing.
