I tried to build TF docker images from
docs/helper/docker/tensorflow/base/ubuntu-18.04/Dockerfile.cpu.tf_1.13.1
, and found some bugs
1. *libpng12-dev* was drop after Ubuntu 16.04
2. *{{libatlas-dev}}* is not available. The following packages replace it:
{{libatlas-base-dev}}
3. *tzdata* can not be auto-installed
