Add TensorFlow implementation of [Neural Factorization
Machine](https://arxiv.org/pdf/1708.05027.pdf) model
There are some common tf layer in ctr model, put common layer to core.py
make code concise and development flexible
(will refactor deepfm and fm in next Jira ticket)
