After discussed with the community members, I updated the design doc into 3
pieces:

1) Removed lots of duplicated contents and detailed implementations from
the architecture
<https://github.com/wangdatan/submarine/blob/SUBMARINE-469/docs/design/architecture-and-requirements.md>
doc.
2) Added implementation notes for *environment creation* and *experiment*:
https://github.com/wangdatan/submarine/blob/SUBMARINE-469/docs/design/implementation-notes.md

Please review and let me know your thoughts.

What I plan to do next:
1) Finish experiment implementation notes (I plan to add at least
pre-defined template part), and a basic notes for storage.
2) Task breakdown and prioritization (assume there's no opposite opinion
about design itself).

Thanks,
Wangda
