Summary: Ease submarine out-of-box images building and publishing

The submarine will provide out-of-box images for beginners to use. Like
notebook default images, default environment base images. etc.
And submarine itself has components that needs image publishing as well.
This will bring burdens to the release because manually do this is error-prone.
Maybe we should have a tool to automate these things in release scripts.
