Description:
At present, *submarine* only supports built-in database deployment, and users
cannot switch to their own RDS services.
We can add support for external data source connections in the custom resource
corresponding to the *submarine-operator* to allow users to use other databases
for submarine data storage

Add a database initialization service, which can automatically create database
table structs and datas when the database is empty.
