Is that question about Tigris, or Apache. If Tigris: yes, either the downloads have to be in the same tree, at least by manually-managed symlink. The apparent "http://subversion.tigris.org/*"; URL space is virtualized a bit, and mapped from a working copy, and any URL that doesn't match some explicit CEE tool is interpreted within.
