No. The proper ASF procedure is to note the additional license at the

I meant the license file that you've just deleted, but I guess it's no
longer an issue. 8=]
Still:
1) The reference to this file should be deleted from NOTICE.
2) References to LICENSE_FOR_PYTHON_BINDINGS should be removed from the
code in question and replaced with... something else.
3) I see LICENSE says this:
For the python bindings test suite
(subversion/bindings/swig/python/tests/):
I think it should read:
For portions of the python bindings test suite
(subversion/bindings/swig/python/tests/trac/):
