I've done a *bunch* of folder renaming and file relocating in the
subversion.tigris.org Docs-n-Files area.  I think you'll find the situation
improved.  All the folders containing non-latest stuff are tagged with
"archived", and there are pointers in the descriptions of the top-most
Source Code and Windows Binaries to the packages.html page at Apache.
