Hi, I have a working copy which reliably fails to upgrade to SVN 1.7 format, using both the latest TortoiseSVN nightly build, and the Collabnet svn.exe for 1.7 beta 3.

As I happened to have a pristine backup of the working copy, I can guarantee that no SVN 1.7 client has ever touched before running svn 1.6 "svn cleanup", so there are no locks, unfinished transactions etc. from SVN 1.6 left. I can send the working copy to interested developers (the 7zip archive is just 19kb).
