I pointed it to 2.2.22 as a workaround, but originally I was trying to
build without mod_dav_svn or mod_dontdothat (passing --without-apxs)
That just fails if you do not have httpd-devel installed...

Just (on a machine with old sqlite3 installed):
 mv sqlite-almagamation foo
 ./configure

checking sqlite library version (via header)... unsupported SQLite version
checking sqlite library version (via pkg-config)... none or unsupported 
3.3
no

An appropriate version of sqlite could not be found.  We recommmend
3.7.12, but require at least 3.7.12.
Please either install a newer sqlite on this system

or

get the sqlite 3.7.12 amalgamation from:
    http://www.sqlite.org/sqlite-amalgamation-3.7.12.tar.gz
unpack the archive using tar/gunzip and copy sqlite3.c from the
resulting directory to:
/usr/lfs/v0/tmp/svn_dev/sqlite-amalgamation/sqlite3.c
