Ah.
I thought the fix was obvious because the presence of the
NMake*CommandLine elements indicates it ought to be a Makefile project
(cf. zlib.vcxproj.ezt); but if you think I'm overstepping my
boundaries here, then sure, I'll go through you next time.
What bothered me is the fact that lots of binary packages of Subversion
have apparently been built with Visual Studio 2010, using the same
vcxproj template. I'm almost sure someone would have noticed if the
svn_locale project didn't work. So, it's not impossible that what we're
seeing here is the result of a difference between VS2010 and VS2012,
therefore the fix isn't all that obvious. :)
Can you check if your change works with VS2010?
