One issue is that the 1.6.x test suite won't run properly with APR-1.4.6 :( I'm willing to wade through related commits backported to 1.7.x and create a corresponding 1.6.x backport branch. This is a one-time effort, after all. Are people willing to vote on such a change? If not, we'll need to test 1.6.19 with APR 1.4.5 or earlier.
