The ASF rule is just at least 3 +1s.  There's nothing wrong with
having more.  I think it'd be a mistake to drop the requirement for
some Windows testing.

stefan2 was making the argument to me on Monday that 3 votes for Unix
and Windows over represents Windows since as you also point out we're
not requiring votes for all the various Unix platforms.

I think the counter to this is that Windows has a completely different
build system and a vastly different tool chain.  While there is some
variation in tool chains on Unix there is a large amount of
commonality.  Windows is just an entirely different beast.

We've also got a rather significant user base using at least the
client on Windows.  Even if many of them are using a client like TSVN
instead of the command line client directly.

Given stefan2's argument I don't think it's unreasonable to lower the
Windows votes, but I think removing them entirely is probably going
too far.
