It's the distributions that matter. People do run these old systems, old CentOS/RHEL in particular. Bumping the APR requirement to 1.3 would mean these people need to build apr and apache to be able to build Subversion. I'd prefer it if serf supported older APR but I assume people on these old systems are mostly interested in the server-side of Subversion.
