Subversion is part of the Apache Software Foundation (ASF), and all ASF projects use the Apache Licence (currently version 2.0). If Subversion chose a different licence it would likely lose its status as an ASF project. You're welcome to contribute to Subversion under the Apache Licence, of course, and enjoy the benefits of sharing your work with this community. You're also welcome to take Subversion's code base and reuse it as you see fit, as long as your use complies with the Apache Licence.
