Despite the heisenbug (see below), I think we can release this as a beta. The bug itself is a 1.9.0 release blocker. It succeeded during subsequent re-tests. I also got random failures during a commit in the same configuration in merge_authz_tests.py #3. This implies the existence of a heisenbug.
