On the buildbot I build against Ruby 1.9.x. The patch to fix the single build problem I had with that version and VS2015 is nominated in STATUS.
If I remember correctly ruby starts to prefer the mingw toolchain on Windows over anything else. Fixing the build wit early 2.x versions wasn't easy.
