I got some details back from ASF Infra:

gstein ok so if we enable wiki style formatting you can wrap anything in {{monospaced}} blocks. And use {code} blocks etc. This is already built in to Jira and just needs enabling for your project jira. see: https://jira.atlassian.com/secure/WikiRendererHelpAction.jspa?section=advanced and https://jira.atlassian.com/secure/WikiRendererHelpAction.jspa?section=texteffects for more info.

This sounds like the wiki formatting schabi is talking about. So I'd raise two questions:

1) maybe the wiki *can* somehow be applied to Description and Steps. how/true?
Steps pointed out in this thread (answer from Pushpraj Singh):
https://answers.atlassian.com/questions/177024/how-to-get-rich-text-in-jira-comments

"Click cog icon >> Goto Issues >> Fields >> Field Configuration >> choose your project >> Click edit renderers given with Comments and from the drop down select "Wiki Style Renderer". This will enable rich text , you can attach thumbnails, URLs, bold, italic, colored text etc. etc."
