"KEYS file" refers to a file called "KEYS" in the distribution directory, https://www.apache.org/dist/subversion/ which is a working copy of https://svn.apache.org/repos/dist/release/subversion/. Some PMCs do it that way. We don't use such a file; we rely on https://people.apache.org/keys/ which contains auto-generated files.
