A quality of being "quiet in the context of svn-status" is not a good quality to build in to a notion of changelists.
If there are going to be different kinds of changelists, the distinction needs to be something more fundamental, more real-world-useful, than that.

Yes, perhaps, something along the lines of how auto-props can be configured. In fact, this reminds me that changelist assignment is in the nature of a wc-only property (like svn:wc:*, svn:entry:*). The WC design could probably be simplified by storing it as such.
