Ping... I'm writing to give an update and also a gentle nudge:

Update: On our (Subversion's) end, we are making some adjustments to
our release procedures and tooling to avoid the race-condition /
chicken-egg issue between download links and the announce email.

Nudge: On your (the list-owner's) end, have you had a chance to
document the criteria for announcements to be rejected or accepted?
