Obviously a configuration error somewhere, Infra will fix it and the website should be updating normally again soon. While debugging, it was noted that subversion-staging.apache.org is a one-off just for us. Normally a staging website should be something like subversion.staged.apache.org. Infra might want to change this in the future to have us in the same system as everyone else and I've said I don't see a problem with this (except rewiring my brain to use the new URL).
