I have drafted a notice of BDB's impending removal in the 1.15 release notes
in r1936672.

Feedback welcome; in particular, if there are any developer considerations
that need to be mentioned there, such as applications that link to
libsvn_fs_base or use certain public APIs that will need to take action,
please point those out.
