AFAIK they mandate that XHTML be served as application/xml+xhtml instead of text/html, which the XHTML standard itself says to use for compatibility reasons (they also try to weasel in the application/xml+xhtml content type, but realise it won’t work). Nice when standards contradict each other like that.
XHTML is dead, exactly because of mistakes like the content type fiasco and the inability to handle malformed XML documents. XHTML 2 was even completely abandoned because of that.
