Apparently that last message was sent as HTML even though I had plain text selected in Outlook. Going to blame Microsoft there.
Anyways, I provided the use flags for webkit-gtk and midori, because I've been working on some bugs in midori recently and got confused. Can't blame anyone else for that. The problem was that I forgot to enable the savedconfig use flag for surf. That's my bad too.
