First of all I need to apologize for mentioning the wrong number (sorry!), the right is Executive Order 14071 (oops) and describes sanctions against Russian Federation. The use case was banning of 11 developers from RF from Linux Kernel maintainers list. Linux is developed under GPL 2.0 and here we can observe the case of applying the restrictions not mentioned in the license itself. GPL itself looks like acknowledged and running under US jurisdictions, and the fact raise concerns that any GPL-licensed software may one fine day be affected in some way with this or another politically-driven restrictions.
