We optimized for statuses that would hopefully drive people to take action:

*- pre-DISCUSS:* Zero to some discussion / rumbling on Github. But no
official Apache mailing list thread

- *DISCUSS*: Discussion in Apache mailing list but no VOTE thread
Note: Github / slack discussions don’t technically count here and those are
still considered pre-discuss. We’re hoping this will drive action if the
SIP is still relevant

- *VOTING*: Official voting thread in Apache mailing list was started (even
if no votes were actually posted / received)


*Note: if a SIP received enough votes to technically pass but results were
never posted, we kept this in the voting stage. We hope this will help
drive action and cleanup! :broom:*
*APPROVED*: SIP was approved and results were posted officially in Apache
mailing list

*IMPLEMENTED / DONE:* To the best of our knowledge / judgement, the work
was completed and merged in.


*Note 1: Sometimes SIP’s didn’t get voted on but work still got executed.
Sometimes SIP’s got enough votes but results weren’t posted. We still put
both of those in this column.Note 2: A few SIP’s were implemented but are
behind feature flags and are opt-in. We still put them in this category.*
*DENIED / CLOSED*: If the SIP was knocked down before voting started or
after voting started or it was just clearly dead in the water.
