What about changing our default anchoring mode to "as character" ?
Previously we had difficulties in exporting drawings to word "as
character", but that's fixed for ages now, so that's not a blocker. "As
character" is also fairly easy to understand, while "to paragraph" is
quite a difficult concept. Though against that the drag behaviour of an
"as character" object is itself quite tricky.

i don't think this is a good idea. Who wants to have the graphics 'as
characters'?
Layout loops should be fixed and not circumvented by strange default
settings.
