I suspect that the tab stop marker and it's offset is the reason for the
wrong position. It's on the left side by default and it should be on the
right side in RTL but it isn't.
This part is painted in svtools/source/control/ruler.cxx in
Ruler::ImplDrawExtra(). There is special code for RTL which might be wrong.
