As I tried to explain in the GullFOSS blog some time ago votes are one criterion we use to define which tasks we want to work on. We also consider other things, not least the resources we might need for them and their availability. I would classify issue 29924 as a task with medium relevance. So I hesitate to give any estimations about a release when this might get fixed. I wouldn't exclude that we fix it in 2.4 or 3.0 but I also don't promise it. All I can say is that some weeks ago I started a collection of issues and other information about the "envelope" functionality in Writer to get an overview in this area, very much the same as I did for views or language issues. Currently I can't predict the outcome of the evaluation.
