No, it's not fixed.

Yes, please do so. BTW: the problems occurs not only with
"Index/Tables". The bug occurs when a cell contains something else than
a simple paragraph at the top.
If you insert a section into a cell (internal the table of content is a
section as well) or if you insert another table into a table cell,
you'll crash if you "undo" a number format change of such a "complex" cell.
