FWIW its not specifically a writer issue, its a generic issue in all components as there is not full-blown eps importer, only a filter to take the preview image found in the eps so this is the wrong bunch of developers really, I'd blame the http://graphics.openoffice.org/ people myself :-) If there are e.g. pstoedit or gs installed then a preview will be made automatically with those tools at import time. And in either case, when printed to ps, the original eps contents are inserted, so when printing it works out ok, which was sort of acceptable before the days of creating pdfs etc, though not so great these days.
