"DITEC.cer" and I clicked 2x to install this.
  3.. Which version of java do you use in the Office (can be seen in 
Tools/Options/OpenOffice.org/java)? I use jre1.6.0_05.

Exactly, we use the implementation from apache jakarta to support https. I 
suspect that you register the certificate for the site in the system, and java 
implementation just does not see the system-registered certificates. 

Could you please ask additional question to provide more information regarding 
the problem: 
Which OS are you using?How exactly do you register the certificate?
Which version of java do you use in the Office ( can be seen in 
Tools/Options/OpenOffice.org/java )?

certification selected is unknown"
But wiki.ditec.dpf.gov.br was instaled!
Have I instaled anything with this extension?
