This a patch for 2 of http-transport-bug (synapse-244, 247)
synapse 244 is trivial , it's just cannot immediate notify some network
exception failure to client
synapse 247 is critical. some-network-exception will cause synapse-transport-
thread-pool exchaused, and stop working
