Fix For: 1.2
When there is an out-only operation in the proxy wsdl, Synapse fails to handle
the requests with in-only MEP to that in-only operation properly.
Synapse registers a callback for these requests and also does not send the 202
Accepted message to the caller. Further this is working fine for message
mediation
