Don't you think that we should make it easy to configure and put an alias like 
"1.0" and "submission" rather than exposing the direct URIs to the person who 
configure Synapse? In this way we can keep the configuration simple as follows;

<enableAddressing version="1.0" />
or 
<enableAddressing version="submission" />

and can select the right URI at the runtime or may be configuration build time 
(in the factory). I think the default one has to be the 1.0 version and if the 
version is not provided the behavior will be preserved...
