Change the default ports of Syanpse, such that there wont be conflicts when
running with common applications

Default ports on which synapse is starting its transports has to be changed to
unique values so that synapse will not conflict with the commonly used products
like tomcat and so on.
As discussed in the dev and user lists the community has agreed to use the
following ports as its HTTP and HTTPS ports.
HTTP ==> 8280
HTTPS ==> 8243
This needs to be fixed for the 1.2 release so that these new ports will be
effective from the 1.2 release onwards.
