Maybe we can extend the scope of your idea and allow the user to
provide an axis2.xml fragment inside synapse.xml. The declarations in
that fragment would then override/extend the settings in axis2.xml.
The precondition to implement this would be that AxisConfigBuilder can
be applied to an already built AxisConfiguration. A quick look at the
code seems to suggest that this is possible except for the default
message builders that will be re-registered.
