hello,

i would suggest to add the possibility to the throttle mediator to filter ip 
address using a list of distinct ip address instead of a single adsress or a 
range of address.

for example :

<throttle:ID throttle:type="IP">193.54.39.29;193.58.32.23</throttle:ID>
