Asankha moved the PlainTextFormatter. I only moved the unit test :-)
There two good reasons to have the builders and formatters for plain
text and binary in WS-Commons:
* BaseUtils has an explicit dependency on them. (This is actually not
optimal and should be fixed)
* The transport tests include test cases for text/plain and
application/octet-stream. In particular the test kit implicitely depends
on the corresponding builders/formatters via the axis2.xml it uses. I
think that's a good thing for us because it guarantees that the
transports all support these content types correctly.
